District house, Unna
The main idea guiding the restructuring and refurbishment of the district house was creation of an identity-forming center by covering the former atrium. The inner council chamber presents itself open to its citizens as a pavilion upstream of the Stadtplatz square. The goal was to create a coherent ensemble out of old and new, so that the existing architecture is further strengthened and updated, while being complemented by the new additions, such as the new council chamber. Formal and casual meeting points at intersections of the ring-shaped communication path create a friendly atmosphere and reflect the philosophy of an open citizens' center. The building process was realized as part of a public-private partnership program. At the start of planning, multiple investigations of the life cycle costs for a span of 30 years were available.
